Traffic Police in Nepal

After the import of the first vehicle to Kathmandu in BS 1958, there has been a steady rise in the number of vehicles. To effectively manage the transportation system and control vehicular movement, traffic control measures were initially implemented through Ramdal in BS 2007.

The Traffic Police which started operations with minimal human resources now has 1253 personnel presently assigned for traffic duties excluding the followers. However, only 1183 traffic police personnel are currently active in traffic management. The overall length of the roads in Nepal is 16,834.49 kilometres and there are 462,849 vehicles. Therefore, each traffic police has to cover 14.23 kilometres of road and manage and control 391 vehicles.
The effort made in traffic control and management at present:
1) Condition of Professional Human Resource: – To make the police personnel who are working as Traffic Police professionally capable, training related to the service are being imparted likewise according to the changing times the trainings are being focused towards the public and are being better organised. All the police personnel of the Traffic Police (Police Constable to Sub-Inspector) are being trained and the personnel who have not yet received the appropriate trainings (Police Constable to Sub-Inspector) will be given the trainings this year.

2) Public Awareness Programme: – The people in our country have very low traffic awareness and to raise awareness and reduce the number of road accidents, the Traffic Police Directorate prepares an annual calendar of public awareness Raising Programmes and directs the Valley Traffic Police Office and the Regional Traffic Police Offices to organise various seminars, traffic week and other publicity activities.

3) Permit for Vehicle Entry: – In the main centres of the urban cities which is excessively crowded with vehicles, goods carrying vehicles need a pass known as the City Entry Permit to enter the main markets of those busy cities.

4) Time Card – The public vehicles which ply from Kathmandu to other parts of the country are issued a Time Card.

5) Temporary Number Plate: – To control the entry of vehicles with foreign number plates, a Temporary Number Plate is issued at the main entry points of the country.

6) Parking Facility: – At present, to organise the parking facilities there are a total of 50 parking spots in the valley with 44 pay-parking areas and six free-parking areas.

7) Embarkation and Disembarkation of Passengers: - To facilitate this purpose, there are Bus Stops in 110 points of the valley and an effort to include two more is in the process.

8) Lane Discipline: – To make vehicular movement in the valley more organised and disciplined, cement blocks and plastic cones have been utilised to separate the roads into different lanes.

9) Road Crossing Facilities for Pedestrians: – To further ascertain the safety of pedestrians in Kathmandu, the use of Overhead Bridge, Subway and Zebra Crossing is being encouraged for road crossing purposes.

10) Peak Hour Duty: – In the main centres and busy thoroughfares of the city, the number of personnel on duty is increased during peak hours to better organise traffic management.

11) Mobile Court: - To make the task of controlling traffic violations more efficient and speedy in the Kathmandu valley, the Valley Traffic Police Office has set up a Mobile Court and the necessary proceedings are done through it.

12) Checking of Vehicle Papers: – To assure that vehicles are in good condition so that vehicular accidents and crimes relating to vehicles can be controlled, sudden and uninformed checking are conducted from time to time.

13) Control of Stray Animals: - The stray animals that are found on roads that have been another major cause for accidents and road blockades are confiscated and necessary action is taken through the concerned authorities.

14) Control of Road Encroachment: – Keeping in touch and coordinating with the concerned agencies, necessary measures are taken to control this offence.

15) Management of VVIP/VIP Convoy Routes: – To safely organise the convoy routes of VVIP, and VIPs, operations are managed according to a set plan.

16) Traffic Management during Special Situations: – To make vehicular movement more organised and smooth even during festivals, bandhs, chakkajams and protest processions, the situation is analysed and necessary traffic management measures are taken.

17) Radio Broadcast: – The general public are informed about the traffic rules and regulations and traffic activities and incidents through the local FM Radio stations.

MOUNT EVEREST

Mount Everest, also called Sagarmatha (Nepali: सगरमाथा meaning Head of the Sky) or Chomolungma, Qomolangma or Zhumulangma (in Tibetan: ཇོ་མོ་གླང་མ, in Chinese: 珠穆朗玛峰 Zhūmùlǎngmǎ Fēng) is the highest mountain on Earth, as measured by the height of its summit above sea level, which is 8,848 metres (29,029 ft). The mountain, which is part of the Himalaya range in High Asia, is located on the border between Sagarmatha Zone, Nepal, and Tibet, China.
In 1856, the Great Trigonometric Survey of India established the first published height of Everest at 29,002 ft (8,840 m), although at the time Everest was known as Peak XV. In 1865, Everest was given its official English name by the Royal Geographical Society upon recommendation of Andrew Waugh, the British Surveyor General of India at the time. Waugh was unable to propose an established local name because Nepal and Tibet were closed to foreigners at the time, although Chomolungma had been in common use by Tibetans for centuries.
The highest mountain in the world attracts climbers of all levels, from well experienced mountaineers to novice climbers willing to pay substantial sums to professional mountain guides to complete a successful climb. The mountain, while not posing substantial technical climbing difficulty on the standard route (other eight-thousanders such as K2 or Nanga Parbat are much more difficult), still has many inherent dangers such as altitude sickness, weather and wind. By the end of the 2007 climbing season, there had been 3,679 ascents to the summit by 2,436 individuals. Climbers are a significant source of tourist revenue for Nepal, whose government also requires all prospective climbers to obtain an expensive permit, costing up to US$25,000 per person.[4] Everest has claimed 210 lives, including eight who perished during a 1996 storm high on the mountain. Conditions are so difficult in the death zone that most corpses have been left where they fell, some of which are visible from standard climbing routes.[5]

RELIGION IN NEPAL

Hinduism generally is regarded as the oldest formal religion in the world. The origins of Hinduism go back to the pastoral Aryan tribes, spilling over the Hindu Kush from Inner Asia, and mixing with the urban civilization of the Indus Valley and with the tribal cultures of hunting and gathering peoples in the area. Unlike other world religions, Hinduism had no single founder and has never been missionary in orientation. It is believed that about 1200 B.C., or even earlier by some accounts, the Vedas, a body of hymns originating in northern India were produced; these texts form the theological and philosophical precepts of Hinduism.
Hindus believe that the absolute (the totality of existence, including God, man, and universe) is too vast to be contained within a single set of beliefs. A highly diverse and complex religion, Hinduism embraces six philosophical doctrines (darshanas). From these doctrines, individuals select one that is congenial, or conduct their worship simply on a convenient level of morality and observance. Religious practices differ from group to group. The average Hindu does not need any systematic formal creed in order to practice his or her religion Hindus only to comply with the customs of their family and social groups.
One basic concept in Hinduism is that of dharma, natural law and the social and religious obligations it imposes. It holds that individuals should play their proper role in society as determined or prescribed by their dharma. The caste system, although not essential to philosophical Hinduism, has become an integral part of its social or dharmic expression. Under this system, each person is born into a particular caste, whose traditional occupation-- although members do not necessarily practice it--is graded according to the degree of purity and impurity inherent in it.
Other fundamental ideas common to all Hindus concern the nature and destiny of the soul, and the basic forces of the universe. The souls of human beings are seen as separated portions of an allembracing world soul (brahma); man's ultimate goal is reunion with this absolute.
Karma (universal justice) is the belief that the consequence of every good or bad action must be fully realized. Another basic concept is that of samsara, the transmigration of souls; rebirth is required by karma in order that the consequences of action be fulfilled. The role an individual must play throughout his or her life is fixed by his or her good and evil actions in previous existences. It is only when the individual soul sees beyond the veil of maya (illusion or earthly desires)--the forces leading to belief in the appearances of things--that it is able to realize its identity with the impersonal, transcendental reality (world soul) and to escape from the otherwise endless cycle of rebirth to be absorbed into the world soul. This release is known as moksha.
Veneration for the cow has come to be intimately associated with all orthodox Hindu sects. Because the cow is regarded as the symbol of motherhood and fruitfulness, the killing of a cow, even accidentally, is regarded as one of the most serious of religious transgressions.
Hinduism is polytheistic. It incorporates many gods and goddesses with different functions and powers; but in the most important and widely held doctrine, the Vedanta (end of the Vedas), gods and goddesses are considered merely different manifestations or aspects of a single underlying divinity. This single divinity is expressed as a Hindu triad comprising the religion's three major gods: Brahma, Vishnu, and Shiva, personifying creation, preservation, and destruction, respectively. Vishnu and Shiva, or some of their numerous avatars (incarnations), are most widely followed.
Buddha, the founder of Buddhism, is regarded as the ninth avatar of Vishnu. Some Hindus identify Christ as the tenth avatar; others regard Kalki as the final avatar who is yet to come. These avatars are believed to descend upon earth to restore peace, order, and justice, or to save humanity from injustice. The Mahabharata (compiled by the sage Vyasa, probably before A.D. 400), describes the great civil war between the Pandavas (the good) and the Kauravas (the bad)--two factions of the same clan. It is believed that the war was created by Krishna. Perhaps the flashiest and craftiest avatar of Vishnu, Krishna, as a part of his lila (sport or act), is believed motivated to restore justice--the good over the bad
